nroff terminal descriptor table question

I would like to get nroff to handle proportional text on a daisywheel
printer, and I'm missing some information. The terminal descriptor
tables (/usr/lib/term/tabxxx.c) that came with my Unix (VENIX) have
all "ordinary" characters set to width 1. This is obviously wrong
for proportional text. The manual says, mysteriously:
'Char', 'em', and 'adj' are the width of a single
character (internally, they have subtly different
meaning to 'nroff', but in practice all are equivalent).
All these numbers are in basic units.
Now, if nroff can handle proportional spacing at all, it sure seems
like this paragraph's hinting at something relevant. Can anyone enlighten
me, especially with respect to the "subtly different meaning"?
