editing over a packet network

Does anyone out there know if there are any solutions to the problem of
full-screen editing with a typical (character-by-character) unix editor
over a packet network?  (By problem, I'm referring to the inefficiency of
transmitting one character per packet, and the latency (~500ms) of most
such networks.)

It appears that an intelligent terminal, i.e. pc, would be required at
the remote site to determine how to frame input, and for local echoing,
and the host would need some sort of tty driver option that allows the
editor code to frame suitably large writes.
