The 8th bit

While playing around with my vt220, I found that the
8th bit for every character is set.  I was trying to use
the alternate character sets available.  Is there a way
to have Unix distinguish the character sets 0-127 and
128-255?  I think this can be done in raw mode but I am
looking for a cooked mode that does this correctly.
