RSTS is an absoulutly great system for what it was originally intended
for - a general purpose / educational timesharing system with user-
accessable software written in BASIC.  Along the way, it has learned
to do many more things, some of which are really better done on other
systems.

If you think it is clunkey, then you should consider the competition
around 1971 - you could spend $$$ and get a Burroughs B5500 or PDP-10,
or get a mini-computer and not be able to do much, although TSS-8
wasn't too bad.
