No.  It is a part of the UNIX source code, licensed by AT&T.  Unfortunately,
System V Release 1 seems to have been the last version that provided it.
"nroff" and company were unbundled into the Documenter's Workbench as of
System V Release 2, and the DWB source doesn't seem to have them.  If you
can get your hands on an S5R1 source tape, look under "/usr/man/tools" and
read "/usr/man/READ.ME" for a description.  It also came with V7; I think it
was in "/usr/man/man0" (it's there in 4.2BSD).
