Looking for Unix CASE tools

I am looking for a CASE tool for Unix. I would like a tool that can
front end SCCS and provide a well controlled environment for C source
development and maintenance. I would like the following basic features:
1. Tracking of which patches have gone into a release
2. Automatic generation of release notes including descriptions of changes
from the last release
3. Cross referencing SCCS deltas to a Modification Report and Patch Design
database (with those databases supported as part of the CASE tool)
4. Support for internal engineering release and external product release
levels with tracking of delta levels within each
5. Ability to reproduce past releases
6. Ease of use for engineering types (minimal keystrokes to get job done)
7. Ability to support a large source base, namely the V4.0 source

Is anyone aware of any such CASE tools for Unix. We are running AT&T V3.1
on a 80386 PC/AT. We also plan to move to V4.0 on the same hardware within
the next few months. Ideally we would like a product for which source was
available to allow local customization or handle porting issues.

Please mail me as I don't always have time to read this group.
I will summarize upon request.
