'tr' command inquiry

For the first time this evening, I tried using the 'tr' (translate characters)
command, and discovered that it appears to work fine with the '-d' and '-s'
options, but does nothing when processing an ascii file under '-c'.

Indeed, the specific example presented in the man page for 'tr' doesn't do
anything.

Is this thing brain-damaged? If so, has anyone written a C-routine that does
this job in lieu of 'tr'?

Thanks
