communications problems

somehow, i have managed to mung my system to the point where i cannot
place an outgoing call via tty000. i can still dial-in via tty000, but
when i try to get out, i get a "can't access device" error message. 
i am running 3.5.1.4, HDB with a hayes 2400 bps modem. i can't find any lock 
files or anything like that, that could be holding the thing up. i do notice
that both the major and minor device numbers on /dev/tty000 are zero (0,0),
is this normal ? does anyone have any ideas re: what's going on here ?
i have reloaded the entire system, twice. what should the rs232 setup
look like, i don't think that the hayes entry is correct for a hayes 2400
smartmodem. ideas and opinions greatly appreciated.
