Call Borland, the number I have is 1-800-331-0877.  Ask to talk to someone
about software for educational institutions.  They'll probably tell you what
you have to do.  One company I tried said you had to have a professor write
a letter to Borland that says you're one of his/her students, then Borland
would send you a coupon good for the eductational price of the software.  I
never went through with it, and the reason escapes me.
