Delta-VLC Coded Curve data

I am looking for information on unpacking "Delta-VLC Coded Curve Data". I
would like to know the details of this packing method, in addition to
being able to unpack it.

Any references would be appreciated. The data is from a medical instrument
and I am looking to access it for thesis work.
