Inexpensive Pascal compiler for AT&T 3B1 computers?

The computer science department at Virginia Polytechnic Institute and State
University is interested in obtaining a Pascal compiler which runs on the AT&T
3B1 computers.  Because there are approximately 65 3B1's which need the
compiler, the department is obviously unwilling to spend a lot of money to
equip each machine due to the prohibitive cost.

The department is most interested in procuring a public-domain compiler.
Failing that, the next best solution is to negotiate a site licence so that
the department can pay one reasonable fee to outfit all of the 3B1's.
