Starlan error t_accept failed

We have one 3B2/400 (out of several on a starlan net) that will
accept inbound connections for a while (RFS, terminal emulation,
direct uucico connections and MSnet server links) and then it
will stop accepting new connections.  The error message in
/usr/net/nls/starlan/log is:
   TLI t_accept failed: System error: Error 0
This usually occurs after several hundred successful log entries. Outbound
connections continue to work as do links that are already in place.
Disconnecting an existing connection when this condition exists will usually
allow a new connection to be made (for a while...).  Stopping the network
and restarting it will fix everything for a while (typically about 4 or
5 hours on this machine).  The other machines on the net run for months
at a time with no problems.  The only obvious difference is that the machine
with problems has many more serial ports and is likely to be a hub of
uucp traffic.
Has anyone else seen this problem or solved it?
