why aren't console logins logged when the rest are?

(S. Kajihara is posting this note for me.)

I just noticed that logins on the console are not recorded in either
~adm/SYSLOG or ~adm/lastlog. One consequence, then, is that the finger
information is unreliable. On the other hand the session is logged in
/etc/wtmp.

Is possible to change this behavior, and have console sessions properly
logged?

FYI: my login.options include lastlog and syslog=all.

Thanks,
