Top in SunOS4.1

I just installed 4.1 on a net of 3/50, 3/60s (and coincidentally upgraded
the server to a 4/380).  Now top gets the message

Kernel VM Open: Permission denied

even though /dev/mem, /dev/kmem, /etc/passwd, and /vmunix are readable by
everyone.

In 4.0 it worked if /dev/kmem was readable.  Is there something else we
are missing in 4.1?  Note that this is the same binary of top restored
from the 4.0 backup.
