Getting status of tty devices on a Sun ALM card

I am writing a program that uses the ALM ports on the Sun (running 4.1.1)
to gather data from a RS232 inhouse network. I want my program to be able
to detect two things about the terminal device it has chosen to open to do
the monitoring. 

1) Be able to determine if it is an in-coming port, ie has a getty
   process connected to it.

2) Be able to determine if the port is already in use by some other
   program that is doing terminal i/o (ie: kermit)

I have been trying to figure out if there are are ioctl programs that can
be of some use to do the above?  I am not interested in semaphores because
not all programs will use the same semaphores.
