Limits on syslog.conf

I seem to be exceeding some limit on the number of entries in the syslog.conf
file used by syslogd(8). There is no error message from syslogd, but the
last few lines of my syslog.conf file get ignored. If I move the last set
of lines up in the file, they become active, and whatever is now at the
bottom is ignored. The limit appears to be 17 non-blank-or-comment lines
(or maybe it really has to do with the number of facility.pattern matches,
of which I have about 30).

Nowhere in the manual do I find any mention of such a limit, nor does
syslogd tell me it is ignoring the lines (it just quietly does so).

So:
	Ever happen to anyone else?
	Known bug?
Workarounds? (I will try the obvious, like putting many patterns on
				   one line, etc.)

If the From: line says nobody at kodak.com, don't believe it.
