Reducing quotas file size

I mistakenly created a user account with quota whose id # was 32760.  I found
that the /home/quotas file had grown dramatically.  Removing the userids and
their quotas has had no effect.  I have seen this file go from 54xxxx to
90xxxx bytes in ls -l listings.  It used to be in the low 5-digit neighborhood.
Anybody else out there notice this?  The machine is a Solbourne running OS/MP
v4.0D which is based on SunOS v4.0.3.
