Editing within mail under AIX 3.1 (RS6000)

Yesterday I wrote:
"A small problem with mail on AIX 3.1.  InfoExplorer and the man page both
"say (and tradition holds) that ~v while composing a message puts you in vi
"while ~e puts you in ed.  On the system I'm using (9021), ~e puts you in
"INed and ~v gives an error message about a non-existent file or directory.
"What gives?

(Ronald S. Woan)] responded, asking if I had properly set the VISUAL or
EDITOR environment variables.  Yes, I have set VISUAL=vi without any effect
on the problem.  I then set EDITOR=vi and ~e gets me into vi.  But nothing
I have tried makes ~v get me anywhere!
