Problems after OS upgrade receiving USEnet

Help,
  Everytime someone needs to modify USEnet software at our site, such that
the links are not where they should be, we lose the spooled news for that
particular day.  For example, when we upgraded from Ultrix 2.0 to Ultrix
2.2, the /usr/ucb/compress file was not reinstalled.  Because the USEnet
saftware expected it to be there, we did not receive news on the days which
the link was not present.  
  Is there a way to recover lost news during these screwed up days?  Do
these files remain somewhere on the system so that all we need to do is
perform rnews on them and they will become available?  Any help will be
appreciated, as well as advice as to how we may be able to test our system
setup after events such as system upgrades to ensure it will not happen
again.
