Problems with BSD ftp protocol

Hi,
   We are having problems when trying to connect to an FTP daemon running
on a unix box. The connection to the Control port is no problem, but when we
try to connect to the data port in order to send files a `connection
refused' is sent back over the control port. Running as root makes no
difference ! Any ideas, suggestions or even example code of how to do
this correctly would be greatly appreciated.
