using SunOS 4.0.3 but need to compile for 3.x

How does one compile a program that needs to run on SunOS version 3.x?
The computer used for development runs 4.0.3.  Using the -Bstatic
option to cc(1) yields binaries that dump core and give lots of error
messages.  It looks like the binary isn't even recognized as binary;
it's trying to interpret it as a command script.
