It is possible.  The "package" you require is SLIP (Serial Line IP).  The
BSD 4.3 includes SLIP support and many 4.2 implementations included it also.
Since you want to run it across modems, you probably need "dial-up SLIP".

You can tell if you have slip support by the presence of the slconfig
program which is used for configuring a serial line for IP.

Disclaimer: I haven't used it in a while so this might not be totally correct.
