ds3100 ultrix 3.0, adobe transcript, and old troff

I have installed Adobe Transcript on a DECstation 3100 running Ultrix
3.0 and when a user uses the ptroff command (it uses old troff and
runs its output through pscat to translate the C/A/T output into
postscript) they get the error message
Non-numeric character in font file /usr/local/transcript/lib/troff.font/Times/ftR (maybe non-ASCII font file).
We've tracked it down to /usr/bin/troff that's producing the message.
Since the ftXX font files are supposed to be binary data this seems
like a curious error message (has DEC modified /usr/bin/troff to use
ascii width tables?).
(1) Does anybody know what is going on?
(2) How can we get troff to work on the ds3100 with a postscript
printer?
