Batch broken?

"batch" doesn't appear to run on my Ultrix 4.0 DS3100 despite the fact
that it appears to queue up in /usr/lib/cron, atrun is executed
periodically from crontab, and at.deny exists and is empty. If this is
a known problem - does it have a known cure? Thanks!

(My shell is bash if that matters)
