	Because of the time required to moderate the list, we
have returned to immediate distribution for the time being. Messages
sent in the past few weeks may be sent out at some point, but I
would suggest re-submitting anything urgent (if it still is).
	Also, a note of interest to usenet subscribers: we are 
currently developing a new distribution strategy that will allow
mutual arpa/usenet lists to be treated as normal usenet "net" lists.
However at this time it is still neccesary to use the fa.unix-wixards/
ucbvax!unix-wizards convention.
	AND, a question to start off, re v7 C: I have noticed that
if I have an array declared char foo[] = "bar"; in one source file,
then declare extern char *foo in another, I dont get "bar". I have
to declare extern char foo[]. Is this a bug or a feature?
