watmath.1992: A suggestion for a change to biff

I've installed a change to /bin/mail which causes
it to print "You have mail.\n" when it delivers mail
to anyone currently logged in.  The checking of spool/mail
in the shell is turned off completely.  Obviously, this has
advantages and disadvantages, but at least among
the systems locally which have adopted it (phs, which
is mostly non-CPS academics, their secretaries and
grad students, and tucc, which is essentially a
bulletin-board system) reaction has been favorable.

I'll happily distribute the sources if anyone is interested.
