Yet another version of rtar/rdd/rmt posted to net.sources

I suppose it's a bit early to be posting a revised version of this
already, but yet another ghastly security bug was found and fixed.  The
new distribution has the following changes:

  +	Fixed a bug that let anyone make a tar file of any file,
	regardless of whether that file was readable.  (Argh!)

  +	Turned the requirement for two machines to share root
	privileges (a feature of rdump/rrestore) into a requirement
	that the user have an account on the remote machine under the
	same name as on the local machine.  (Thanks to Norm Seethoff at
	John Fluke Mfg. for this fix.)

  +	Removed the restriction on rdd which prevented the use of two
	remote tape devices.
