HELP me access a ... CPU serial number from UNIX

Although it isn't a VAX, the Heurikon HK68 microcomputer board
(68000 w/UniPlus+) does allow a p.c.b. serial number to be
"hard wired" in an on-card PAL.  This info is available to Unix.
