Help with termcap cursor control keys needed

I am writing a termcap for a Qume QVT-103 terminal.  This is an
ANSI-3.64 terminal and I seem to be able to get everything working
fine except for the keyboard cursor control keys.  In the termcap I
have defined them as:
:kb=\E1D:kl=\E1D:kr=\E1C:ku=\E1A:kd=\E1B

When I attempt to use them in vi they only beep as if I am hitting
the Esc key twice.  Is there something I am missing about how this
part of the termcap is supposed to work?  I have tried using both
the escape sequences above with and without the 1, as well as using
the codes for index and reverse index instead of cursor down and up
with no success.  

Any suggestions would be greatly appreciated.  When and if I get it
fixed I will post the final termcap to the net.
