Why do non-internetwork routers respond to REQUEST packets?

Also, I am seeing a problem a route to a network will get into the
table as a gateway even though there is an interface to the local
route.  To better explain this, here is an example netstat -r.

		(This is from machine "192.15.1.95")

Note that there are two routes to 192.15.1, one is a gateway, 192.15.1.25,
and the other is an interface, 192.15.1.95.

How can this happen?  Has anyone seen this happen?  How can I prevent
it from happening?
