looking for [n]dbm tools

Looking for dbm/ndbm tools, at a higher level than described in
"man [n]dbm", for 4.3bsd on a Vax/780.

Are the tools available on all 4.3 systems, but we don't know where
to look for them? Do they exist at some secret sites?
