3BNET and TCP/IP security

(On ATT 3B2 computers) it seems that 3BNET user applications can still
be run after Wollongong TCP/IP has been installed. 
Isn't this a security problem (for the TCP/IP)? It seems to me that --
at a minimum -- fooling a TCP/IP server (like rwhod) would be possible.
