tcp question

I have two machines that can exchange icmp echo packets no problem.

I can usually successfully telnet between them.

rsh and rlogin usualy fail with a connection timed out message, but
not always.

ftp usually fails with remote server closed connection, and if a file
xfer happend, I usually see the data destination as a integer
multiple of 1024 (this may just be a happenstance...)

one side has no complaints (netstat -s)
the other has a moderate number of tcp bad header checksums (100)

What seems to happen is lots of data builds up in the send queue for
the remote side.

Help!!!
