Cron won't runi on SCO UNIX

I have a problem that I can't seem to solve.  Cron won't run on
an SCO UNIX system.  It's not in the output of ps after boot, and
if you remove /usr/lib/cron/FIFO & run /etc/cron, it sends mail
to root indicating that "cron cant set USERID".  If you run auths
on the root or cron accout, you find that execsuid is there.

Has anyone seen this problem?  Help.
