I do not believe the NSA would make such a mistake.
If you recall the life history of Wm. F. Friedman
(founder of modern cryptography), it would seem
most unlikely.

By the way, if anyone has a legal set or partial
set of Friedman & Callimahos "Military Cryptanalysis",
I would be interested in arranging for a copy.
That is perhaps the best textbook series ever written!
