Info about the AT&T 620 terminal

There must be some system problem; layers protocol throughput should be
close to the nominal connection baud rate on a 3B2/400.  It sounds like
you're getting 1-character packets rather than umpteen-character packets.
That is fixable; nag your AT&T support service.
