Telnet from AIX 1.2 -> ESC key sends two ESC's

When doing a telnet from the console on a PS/2-80 running AIX 1.2, hitting
the ESC key sends two ESC's to the remote session.  Hitting one of the
functions key, e.g. F1, the first ESC of the F1 sequence is only send once.
How can I make the ESC key send only one ESC to the remote session.
