ansitape & IBM tapes

The 'ansitape' we have (straight from the archives) pruports to be
able to WRITE tapes in EBCDIC with IBM headers (see modifiers 'e' and
'i').  Unfortunately, it says nothing about being able to *read* them.

The man page does mention that the output of ansitape could be piped
to 'dd' which can convert EBCDIC to ASCII (and vice versa).

I admit that I've never had occasion to read/write IBM tapes, but it
seems like "the wheel" may just need a little balancing if you're
lucky.
