Improving mail delivery with V/AT HDB?

  I would like to improve the efficiency of communications between this 
uucp system and its main news feed.  Both systems have Telebit's and
2400 baud modems.  Specifically, I would like to deliver mail to the 
feed via either modem, but limit news reception/delivery to only the 
Telebit.  If I put entries for both modems in my Systems file, I may 
originate a 2400 baud connection to deliver some mail and wind up taking 
a large news feed when that connection turns around.  The feed site does 
not appreciate this; however, if only mail is exchanged there is no 
problem.  Needless to say, both of our Telebits are normally quite busy, 
thereby delaying mail deliveries.

  Is there a way to use the 2400 baud modems to only deliver mail? 

  I have seen some suggestions (somewhere?) that mention using HDB 
grading; however, I can't find out how to use it.  This (upgraded to 
2.4) V/AT system did not have any specific HDB documentation.  The 
two Nutshell books (about managing and using uucp) do not cover the 
grading issue either.
