atob vs uuencode

I've noticed that while 4.3BSD "officially" supports compress(1) (in
addition to the older, slower, less efficient compact(1)), that atob
and btoa (provided in the seismo distribution of compress) just aren't
there, and that uuencode/uudecode remain untouched.
It is my impression that btoa produces smaller output for a given
input. Personally, I also think that the semantics of using it are
more logical than uuencode (feel free to disagree :-).
So: does anybody know of any disadvantage to atob or why it isn't in 4.3?
